    That the Regional Municipality of Waterloo accept the quote of Aqua-Aerobics Systems Inc. for Mannheim Water Treatment Plant Ozone Generator Power Supply Unit Replacements in the amount of $1,008,700.00 plus all applicable taxes as set out in report COR-TRY-22-57 dated June 22, 2022.

  • Recommended Motion:

    That the Regional Municipality of Waterloo accept the tender of H2Ontario Inc. for T2022-108 (Under PQ2021-19) - Elmira Wastewater Treatment Plant MABR Upgrades in the amount of $3,765,982.82 plus all applicable taxes as set out in report COR-TRY-22-58 dated June 22, 2022.

  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following action regarding T2022-121 (Under PQ2022-01) - New Hamburg to Baden Transmission Watermain, Nith River Crossing (Horizontal Directional Drilling), Township of Wilmot, Ontario, as set out in report COR-TRY-22-59 dated June 22, 2022:

    1. Accept the tender of AVERTEX Utility Solutions Inc. in the amount of $1,079,970.00 plus all applicable taxes;
    2. Amend the budget for project 04086 to advance funds in the amount of $1,000,000 from 2023 to 2022 within the Water Services Capital Program to align with other Regional and Township projects in 2022; and
    3. Increase the 2022 debenture authority for project 04086 (Baden to New Hamburg Transmission Watermain Nith River Crossing) in the amount of $811,000 for term not to exceed 20 years.
  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following action with respect to T2022-103 (Under PQ2022-03) Operational Biosolids Storage at the Galt and Waterloo Wastewater Treatment Plants as set out in report COR-TRY-22-60 dated June 22, 2022:

    1. Accept the tender of North America Construction (1993) Ltd. in the amount of $25,088,549.00 plus all applicable taxes; and
    2. Approve an increase in costs for project #08275 in the amount of $3,790,900 to be funded from the Wastewater Capital Reserve ($2,767,400) and the Wastewater Development Charge Reserve Fund ($1,023,500).
  • Recommended Motion:

    That the Regional Municipality of Waterloo accept the proposal of GFL Environmental Inc. for P2022-01 Liquid Biosolids Management Program for a period of five (5) years commencing January 1, 2023 with the option to renew for five (5) additional one (1) year periods at unit rates of $6.55/m3, $11.75/m3, and $13.25/m3 plus all applicable taxes as set out in report COR-TRY-22-61 dated June 22, 2022.

  • Recommended Motion:

    That the Regional Municipality of Waterloo accept the proposal of GFL Environmental Inc. for P2022-02 Cake Biosolids Management Program for a period of five (5) years commencing January 1, 2023 with the option to renew for five (5) additional one (1) year periods at unit rates of $85.00, $115.00, $140.00 and $165.00 per wet tonne plus all applicable taxes as set out in report COR-TRY-22-62 dated June 22, 2022.

  • Recommended Motion:

    That the Regional Municipality of Waterloo accept the tender of Glover-Hill Inc. for T2022-143 - Kitchener Waste Water Treatment Plant Turbo Blower Replacement Upgrades in the amount of $1,977,000.00 plus all applicable taxes as set out in report COR-TRY-22-63 dated June 22, 2022.

  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following action with respect to T2022-122 Cells SE-3 & SE-4 Final Clay Capping (Under PQ2022-04) set out in report COR-TRY-22-64 dated June 22, 2022:

    1. Accept the tender of VanRooyen Earthmoving Ltd. in the amount of $729,053.80 plus all applicable taxes; and,
    2. Amend the Region’s 2022-2031 Waste Management Capital Program as set out in Appendix A.
  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following action with respect to T2022-126 - Landfill Gas System Upgrades, Former Kitchener Landfill Site, Kitchener, Ontario as set out in report COR-TRY-22-65 dated June 22, 2022:
    i)    Accept the tender of Greenspace Construction Inc. in the amount of $7,935,550.29 plus all applicable taxes; and,
    ii)    Amend the Region’s 2022-2031 Waste Management Capital Program as set out in Appendix A.

  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following actions with respect to T2022-125- Various Road and Active Transportation Improvements as set out in report COR-TRY-22-66 dated June 22, 2022:

    1. Accept the tender of Vista Contracting Ltd in the amount of $1,108,595.25 plus all applicable taxes and
    2. Increase the capital budget for Project 07495 Lackner Boulevard Multi Use Trail by $101,900 to be funded from the Roads Regional Development Charges Fund ($91,700) and from the Transportation Capital Reserve ($10,200).
  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following actions regarding T2022-136 Regional Road 58 (Fischer-Hallman Road) including Roundabouts at Rosenberg Way and Wallaceton Way, City Of Kitchener as set out in report COR-TRY-22-67 dated June 22, 2022. 
    a)    Accept the tender of E. & E. Seegmiller Limited in the amount of $11,194,127.00 plus all applicable taxes;
    b)    Approve an increase in project costs of $260,100 gross and $0 net to facilitate work undertaken on behalf of The City of Kitchener; and
    c)    Approve an increase in project costs of $159,700 gross and $0 net to facilitate work undertaken on behalf of Bell Canada.

  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following actions with respect to T2022-116 – Courtland Avenue Reconstruction from Hayward Avenue to Overland Drive, City of Kitchener as set out in report COR-TRY-22-68 dated June 22, 2022. 
    a)    Accept the tender of Capital Paving Inc. in the amount of $3,973,000.00 plus all applicable taxes;
    b)    Increase the budget for Project 05750 Courtland Avenue from Hayward Avenue to Overland Drive by $802,000 to be funded from the Transportation Capital Reserve; and
    c)    Approve an increase in project cost of $1,643,700 gross and $0 net to facilitate work undertaken on behalf of the City of Kitchener.

  • Recommended Motion:

    That the Regional Municipality of Waterloo accept the negotiated proposal of 947465 Ontario Ltd., o/a Voyago for Region of Waterloo International Airport Shuttle Service for a two (2) year term commencing on or about September 1, 2022 with the option to renew for two (2) additional one (1) year periods in the estimated amount of $1,569,400.00 (estimated annual cost of $784,700.00 including an estimated 5% fuel escalation) plus all applicable taxes as set out in report COR-TRY-22-69 dated June 22, 2022.

  • Recommended Motion:

    That the Regional Municipality of Waterloo accept the proposal of 947465 Ontario Ltd. o/a Voyago for P2022-03 Local Elmira Transit Service for a one (1) year term starting August 1, 2022 to July 31, 2023 with the option to renew for one (1) additional nine (9) month period in the estimated amount of $182,000.00 plus all applicable taxes, as set out in report COR-TRY-22-70 dated June 22, 2022.

  • Recommended Motion:

    That the Regional Municipality of Waterloo accept the tender of Index Construction Inc. for T2022-145 WRH Bathroom Renovations - Phase 2 (Tender A) (Under PQ2020-08) in the amount of $599,836.00 plus all applicable taxes as set out in report COR-TRY-22-72 dated June 22, 2022.

  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following actions with respect to T2022-137 – 420 Kingscourt – 6 Storey Residential Development (under PQ2021-23) as set out in report COR-TRY-22-73 dated June 22, 2022:
    a)    Accept the tender of Norlon Builders in the amount of $33,465,333.47 plus all applicable taxes;
    b)    Increase the capital budget and amend the sources of financing for project 83170 – WRH Master Plan - Kingscourt Drive in the amount of $2,851,000 as set out in Appendix A; 
    c)    Indicate Regional Council’s intent to recover a portion of capital costs of project 83170 – WRH Master Plan - Kingscourt Drive from future regional development charges, subject to approval of a future Regional Development Charges By-law.

  • Recommended Motion:

    That the Regional Municipality of Waterloo accept the proposal of Mayhew Inc. for C2022-16 Corporate Space Optimization Project in the amount of $1,038,435.00 plus all applicable taxes as set out in report COR-TRY-22-74 dated June 22, 2022. 

  • Recommended Motion:

    That the Regional Municipality of Waterloo enter into a pricing agreement with Herman Miller Canada Inc. and approve Raven Studio Inc. as the dealer of record for the supply of all Regional furniture systems effective June 24th, 2022 for a three (3) year term, with the option to extend for an additional two (2) year term as set out in report COR-TRY-22-75 dated June 22, 2022.

  • Recommended Motion:

    That the Regional Municipality of Waterloo approve the pre-budget procurement of 23 vehicles and pieces of equipment scheduled for replacement in 2023 as set out in report COR-FFM-22-05/COR-TRY-22-77 dated June 22, 2022.

  • Recommended Motion:

    That the Regional Municipality of Waterloo ratify the following appointments to the Waterloo Regional Heritage Foundation in accordance with report PDL-CAS-22-05, dated June 22, 2022: 
    a)    Adele Dobkowski for a term ending June 2025;
    b)    Jordan Baker for a term ending June 2025; 
    c)    John Glass for a term ending in June 2025; 
    d)    Vanessa Hicks for a term ending in June 2025; and
    e)    Michelle Lee for a term ending in June 2025.

     

  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following action with respect to temporary Public Art installations at the Region of Waterloo International Airport, as outlined in Report PDL-CUL-22-03 dated June 22, 2022.

    1. Endorse the temporary installation of the six (6) pieces of public art in the terminal expansion at the Region of Waterloo International Airport for a period of 12 to 24 month period, and
    2. Approve the expenditure of up to $50,000 from the Public Art Reserve Fund to cover artist fees, installation and associated costs.
  • Recommended Motion:

    That The Regional Municipality of Waterloo direct and authorize the Regional Solicitor to take the following actions with respect to the expropriation of lands for soil management purposes associated with the long term development, operation, maintenance and ultimate closure of the Waterloo Waste Management Landfill site  (Project) as detailed in report PDL-LEG-22-41 dated June 22, 2022:

    1. Complete application(s) to the Council of The Regional Municipality of Waterloo, as may be required from time to time, for approval to expropriate land, which is required for significant soil management needs associated with long term landfill development and operation for the remaining life of the Waterloo landfill (Site) and described as a fee simple full taking of Part Lot 1, Concession North of Snyder's Road, Wilmot, Part 5 on 58R-6613; subject to 1077502 and 399983, being all of PIN 221840195 (LT), in the Township of Wilmot (2322 Snyder’s Road (formerly known as 2320 Snyder’s Road East));
    2. Serve notices of the above applications(s) required by the Expropriations Act (the “Act”);
    3. Forward to the Chief Inquiry Officer any requests for a hearing that may be received within the time prescribed by the Act;
    4. Attend, with appropriate Regional staff, at any hearing that may be scheduled;
    5. Discontinue expropriation proceedings or any part thereof, in respect of the above described lands, or any part thereof, upon the registration on title of the required documentation to complete a transaction whereby the required interests in the lands are conveyed or if otherwise deemed appropriate in the opinion of the Commissioner of Transportation and Environmental Services and the Regional Solicitor; and
    6. Do all things necessary and properly to be done and report thereon to Regional Council in due course.
  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following actions, with respect to report PDL-LEG-22-43/COR-FFM-22-06 dated June 22, 2022:
    a)    Enter into an amending agreement with the Corporation of the City of Waterloo to further extend an existing option to purchase a share of a parking structure owned by the City of Waterloo and used by the Region of Waterloo; and
    b)    That the Commissioner, Corporate Services and the Regional Solicitor be authorized to approve and execute the final Option Agreement to exercise the existing option to purchase a share of a parking structure owned by the City of Waterloo and used by the Region of Waterloo, prior to December 31, 2022.
