  • Recommended Motion:

    That the Regional Municipality of Waterloo approve the following actions regarding the Tax Increment Grant for the property municipally known as 49 Queen Street East, Cambridge, as described in Report PDL-GDS-24-021, dated December 3, 2024:

    1. Assign the Brownfield Parcel B (Apartment) Tax Increment Grant and Redevelopment Agreement dated February 5, 2018 between D.D. 49 Queen Street Ltd., The Corporation the City of Cambridge and The Regional Municipality of Waterloo to Skyline Real Estate Holdings Inc., the new owners of the subject lands;
    2. Authorize the Region’s Commissioner, Planning, Development and Legislative Services and Chief Financial Officer to execute an Assignment Agreement with The Corporation of the City of Cambridge, D.D. 49 Queen Street Ltd. (as assignor), and Skyline Real Estate Holdings Inc. (as assignee) for 49 Queen Street East (Parcel B TIG Agreement), with such agreement to be satisfactory to the Regional Solicitor; and

    3. Authorize the Region’s Commissioner, Planning, Development and Legislative Services and Chief Financial Officer to execute any future Assignment Agreement for the Parcel B TIG Agreement to any subsequent new owner of 49 Queen Street East, Cambridge.
  • Recommended Motion:

    That the Regional Municipality of Waterloo amend Traffic and Parking By-law 16-023, as amended to:

    1. Remove from Schedule 2, Limited Parking, on Duke Street (Regional Road 63) from 18 m South of Water Street to 38 m North of College Street, West Side, 6:00 a.m. to 12:00 midnight;
    2. Add to Schedule 2, Limited Parking, on Duke Street (Regional Road 63) from 18 m South of Water Street to 44 m South of Water Street, West Side, 6:00 a.m. to 12:00 midnight;
    3. Add to Schedule 2, Limited Parking, on Duke Street (Regional Road 63) from 56 m South of Water Street to 38 m North of College Street, West Side, 6:00 a.m. to 12:00 midnight;
    4. Add to Schedule 5, Loading Zones, on Duke Street (Regional Road 63) from 44 m south of Water Street to 56 m south of Water Street, West Side;
    5. Remove from Schedule 20, School Bus Loading Zones, on Weber Street East (Regional Road 8) from 65 m south of Jackson Avenue to 115 m south of Jackson Avenue, East Side; and
    6. Add to Schedule 20, School Bus Loading Zones, on Weber Street East (Regional Road 8) from 65 m south of Jackson Avenue to 140 m south of Jackson Avenue, East Side

    as outlined in report TSD-TRP-24-017, dated December 3, 2024.

  • Recommended Motion:

    That the Regional Municipality of Waterloo undertakes the following:

    1. Declare the Lands (as hereinafter defined) surplus to the needs of the Region, as detailed in Report No. PDL-LEG-24-031, dated December 3, 2024;
    2. That the Regional Solicitor be authorized and directed to execute an Agreement of Purchase and Sale on behalf of the Region to sell the Lands to Metrolinx for the sum of $1,434,000.00, with all terms and conditions subject to the satisfaction of the Commissioner of Engineering and Environmental Services and the Regional Solicitor, in accordance with the Region’s Disposal of Land By-Law (No. 20-042); and
    3. Authorize and direct the Regional Solicitor to execute such other documents, to the satisfaction of the Commissioner of Engineering and Environmental Services and the Regional Solicitor, and to carry out the Agreement of Purchase and Sale;

    with respect to the following Region-owned lands (collectively, the “Lands”):

    1. Part of the lands municipally known as 16 Victoria Street North, Kitchener and legally described as Part of Lot 35, Streets and Lanes (Closed by By-law 2239, Instrument No. 67072), designated as Part 1 on 58R-22177, Kitchener, being part of PIN 22318-0366 (LT);
    2. Part of the lands municipally known as Waterloo Street, Kitchener and legally described as Waterloo Street, Registered Plan 374, designated as Part 2 on 58R-22177, Kitchener, being part of PIN 22319-0002 (LT);
    3. Part of the lands municipally known as 50 Victoria Street North, Kitchener and legally described as Part of Lot 153, Streets and Lanes (Closed by By-law 2787, Instrument No. A-80702), designated as Part 3 on 58R-22177, Kitchener, being part of PIN 22319-0396 (LT); and
    4. Part of the lands municipally known as 60 Victoria Street North, Kitchener and legally described as Part of Lot Lane, Registered Plan 374 (Closed by By-law 88-203, Instrument No. 971978), designated as Parts 4 and 5 on 58R-22177, Kitchener, being part of PIN 22319-0399 (LT).
  • Recommended Motion:

    That the Regional Municipality of Waterloo (the Region):

    1. Approve the preferred preliminary design for Victoria Street North between Weber Street West to King Street West in the City of Kitchener, as described in Report TSD-TRP-24-019, dated December 3, 2024.
    2. Direct staff to file the Notice of Completion for this Class Environmental Assessment Study and to place the Environmental Study Report on the public record for a period of 30 days.
  • Recommended Motion:

    That the Regional Municipality of Waterloo approve the commencement of the process to transfer Duke Street West, between CN Railway tracks and Breithaupt Street, from the City of Kitchener to the Regional Municipality of Waterloo as described in Report TSD-TRP-24-018.

    1. Provide notice to the public of the proposed transfer of this section of Duke Street West from the City of Kitchener in accordance with the Region’s Notice Policy;
    2. Commence the process to amend the Road Consolidation By-Law 01-059 (Regional Road System) to assume this section of Duke Street West from the City of Kitchener, effective upon passing of the by-law;
      1. Commence the process to amend Traffic and Parking By-law 16-023 to reflect the addition of existing traffic regulations on this section of Duke Street West to be assumed by the Region of Waterloo; and
      2. Report back to Regional Council at such time as it is necessary to legally and physically close Duke Street West from Victoria Street North to Breithaupt Street.
  • Recommended Motion:

    That The Regional Municipality of Waterloo enact a By-law to Impose a Charge Upon Owners of Land Who Derive or Will or May Derive a Benefit from the Water System Located in the Community of Petersburg in the Township of Wilmot, attached as Appendix A, pursuant to Report EES-WAS-24-010, dated December 3, 2024.
