    That the Regional Municipality of Waterloo approve the replacement of three (3) Volvo L150 Loaders from Strongco Corporation at an estimated cost of $2,228,400.00 subject to the applicable US/Canadian dollar exchange rate in effect at the time of order plus all applicable taxes as set out in report COR-TRY-24-015 dated May 22, 2024.

  • Recommended Motion:

    That the Regional Municipality of Waterloo pass a by-law to provide for a loan under the Tile Drainage Act in accordance with rating by-law 17/2024 passed by the Council of the Township of Wellesley on May 14, 2024, as set out in report COR-TRY-24-016 dated May 22, 2024.

  • Recommended Motion:

    That the Regional Municipality of Waterloo increase the consulting services agreement with Associated Engineering Ltd. for C2019-21 Consultant Engineering Services for Detailed Design and Services during Construction for the Operational Biosolids Storage – Galt and Waterloo Wastewater Treatment Plants (WWTPs) in the amount of $601,062.84 for a total cost of $2,743,681.84 plus all applicable taxes as set out in report COR-TRY-24-018 dated May 22, 2024.

  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following action with respect to Request for Proposal P2024-09 as set out in report COR-TRY-24-017 dated May 22, 2024:

    1. Accept the proposal of Savic Homes Ltd. (Savic) for P2024-09 Region of Waterloo Surplus Land For Affordable Housing, 1388 Highland Road West, Kitchener, ON (the “Highland Property”); and

    2. Authorize the Commissioner, Planning, Development & Legislative Services to execute the Agreement of Purchase and Sale in the form and content satisfactory to the Regional Solicitor.
  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following actions with respect to T2024-129 - Ottawa Street Improvements (Regional Road No.4) Fischer-Hallman Road to Mowat Boulevard as set out in report COR-TRY-24-019 dated May 22, 2024.

    1. Accept the tender of Capital Paving Inc for the T2024-129 - Ottawa Street Improvements (Regional Road No.4) Fischer-Hallman Road to Mowat Boulevard in the amount of $10,117,000.00 plus all applicable taxes; and
    2. Approve an increase in project cost of $573,300 gross and $0 net to facilitate work undertaken on behalf of City of Kitchener.
  • Recommended Motion:

    That the Regional Municipality of Waterloo increase the consulting services agreement with BT Engineering for Contract Administration and Inspection Services on Contract T2022-158 Highway 7/8 Pedestrian and Cycling Bridge from Strasburg Road to Avalon Place in the amount of $730,000 plus all applicable taxes as set out in report COR-TRY-24-020 dated May 22, 2024; and

    That the 2024 Capital Budget for project 66114 in the Grand River Transit Capital Program be increased by $742,800 as outlined in Appendix A.

  • Recommended Motion:

    That the following recommendation from the Library Committee be approved:

    1. That the Region of Waterloo Library Committee take the following action with respect to the 2023 Year End Financial Results as set out in report COR-CFN-24-008 dated April 30, 2024:
      1. Approve the attached 2023 financial results for the Region of Waterloo Library; and
      2. Allocate the 2023 Region of Waterloo Library operating surplus in the amount of $145,277 to the Library Capital Reserve.
  • Recommended Motion:

    That the following recommendations from the Licensing and Hearings Committee be approved:

    1. That the Regional Municipality of Waterloo approve an amendment to Bylaw 16-044, a Bylaw to Licence, Regulate and Govern Brokers, Owners and Drivers of Taxi Cabs, as follows: Increase the meter drop rate from $3.50 to $4.50.
  • Recommended Motion:

    That the following recommendations from the Planning and Works Committee be approved:

    1. That the Regional Municipality of Waterloo support the updated Source Protection technical assessment that applies within the Region of Waterloo in the draft amended Grand River Source Protection Plan, as described in Report EES-WAS-24-005, dated May 7, 2024.

    2. That the Regional Municipality of Waterloo approve the recommended design for a proposed multi-lane roundabout at New Dundee Road (Regional Road 12) and Strasburg Road in the City of Kitchener, as described in Report EES-DCS-24-004, dated May 7, 2024.  Upon completion of construction, that The Regional Municipality of Waterloo amend Traffic and Parking By-law 16-023, as amended to:
      1. Remove from Schedule 17, Rates of Speed, 80 km/h on New Dundee Road (Regional Road 12) from 500 meters east of Fischer-Hallman Road (Regional Road 12) to 550 meters west of Homer Watson Boulevard (Regional Road 28);
      2. Add to Schedule 17, Rates of Speed, 80 km/h on New Dundee Road (Regional Road 12) from 500 meters east of Fischer-Hallman Road (Regional Road 12) to 400 meters west of Strasburg Road;

      • Add to Schedule 10, Level 2 Pedestrian Crossover – Type C, on Courtland Avenue (Regional Road 53) in the vicinity of Courtland Avenue Public School, in the City of Kitchener;
      • Add to Schedule 10, Level 2 Pedestrian Crossover – Type B, on Frederick Street (Regional Road 6) at East Avenue, in the City of Kitchener;

That the Regional Municipality of Waterloo direct and authorize the Regional Solicitor to take the following actions with respect to the expropriation of lands for improvements at the intersection of Fischer Hallman Road (Regional Road 50) and New Dundee Road (Regional Road 12), in the City of Kitchener and in the Township of North Dumfries, in the Regional Municipality of Waterloo, as detailed in report PDL-LEG-24-013, dated May 7, 2024.
      1. Complete application(s) to the Council of The Regional Municipality of Waterloo, as may be required from time to time, for approval to expropriate land, which is required for improvements at the intersection of Fischer Hallman Road and New Dundee Road, and described as follows:

          Temporary Easement – Grading:
          The right and easement, being a temporary easement in gross, for the free and unobstructed, right, interest and easement terminating, for the subject property set out below, on the 31st day of December, 2028, for itself, its successors and assigns, and anyone authorized by it, on, over, under and through the following property for the purposes of excavation, construction, installation, replacement, alteration, grading, and landscaping as required in connection with the improvements at the intersection of Fischer Hallman Road and New Dundee Road, and all related improvements, and works ancillary thereto and for such purposes, the free, unimpeded and unobstructed access to the lands at all times by employees, agents, contractors, workers and anyone authorized by it, and vehicles, supplies and equipment at all times and for all purposes and things necessary for or incidental to the exercise and enjoyment of the right and easement:

          i. Part of Lot 42, Concession 12, being Parts 6 and 7 on 58R-21999, (Part of PIN 03847-0010), Township of North Dumfries (Southeast Quadrant of Intersection of Fischer Hallman Road and New Dundee Road, Township of North Dumfries)
          ii. Part of the Road Allowance Between Lots 42 & 43, Concession 12, being Part 12 on 58R-21999, (Part of PIN 03847-0007), Township of North Dumfries (2351 Fischer Hallman Road, Township of North Dumfries)
      2. Serve notices of the above applications(s) required by the Expropriations Act (the “Act”);
      3. Forward to the Chief Inquiry Officer any requests for a hearing that may be received within the time prescribed by the Act;
      4. Attend, with appropriate Regional staff, at any hearing that may be scheduled;
      5. Discontinue expropriation proceedings or any part thereof, in respect of the above described lands, or any part thereof, upon the registration on title of the required documentation to complete a transaction whereby the required interests in the lands are conveyed or if otherwise deemed appropriate in the opinion of the Commissioner of Engineering and Environmental Services and the Regional Solicitor; and
      6. Do all things necessary and proper to be done and report thereon to Regional Council in due course.

    5. That the Regional Municipality of Waterloo undertakes the following with respect to the Region-owned lands municipally known as 555 Conestoga Boulevard, in the City of Cambridge, and legally described as Lot 17, Registrar’s Compiled Plan 1382; Cambridge, being all of PIN 22642-0018 (LT) (the “Lands”):
      1. Declare the Lands surplus to the needs of the Region, as detailed in Report No. PDL-LEG-24-014, dated May 7, 2024; and
      2. That the Regional Solicitor be authorized to execute an Agreement of Purchase and Sale on behalf of the Region to sell the Lands to Skyline Commercial Real Estate Holdings Inc. for the sum of $50,000.00, with all terms and conditions subject to the satisfaction of the Commissioner, Engineering and Environmental Services and the Regional Solicitor, in accordance with the Region’s Disposal of Land By-Law (No. 20-042).

    6. That the Regional Municipality of Waterloo accept the proposal of Halton Recycling Ltd. dba. Emterra Environmental for the P2023-33 Automated Cart-Based, and Manual Waste Collection, and Supply, Initial Distribution and On-Going Maintenance of Carts Within the Region of Waterloo for a contract period of eight (8) years commencing from March 2, 2026 to March 3, 2034 with the option to renew for two (2) additional one (1) year periods in the estimated amount of $284,691,880.00 (estimated annual cost of year one is $57,659,760.00 plus all applicable taxes, remaining years are estimated at an annual cost of $32,433,160.00) plus all applicable taxes as set out in report COR-TRY-24-013 dated May 7, 2024.
  • Recommended Motion:

      1. That the Regional Municipality of Waterloo accept the transfer for nominal consideration of the community housing project owned by Better Canada Homes Inc. ("Better Canada"), municipally known as 595 Greenfield Ave, Kitchener, ON, to the Regional Municipality of Waterloo’s housing stock commonly referred to as Waterloo Region Housing, including immediate property and tenant management under Waterloo Region Housing as outlined in CSD-HOU-24-008 dated May 7, 2024;
      2. That the Regional Municipality of Waterloo authorize the Director of Housing Services to submit a notice of consent to the Ministry of Municipal Affairs and Housing (MMAH) indicating the Region of Waterloo's support for the proposed transfer and request for land transfer tax exemption as outlined in CSD-HOU-24-008 dated May 7, 2024; and
      3. That the Regional Municipality of Waterloo authorize the Director of Housing Services to sign all necessary documents related thereto as outlined in CSD-HOU-24-008 dated May 7, 2024, with all such documentation to be satisfactory to the Regional Solicitor.
    1. That the Regional Municipality of Waterloo:
      1. Authorize and direct the Regional Solicitor on behalf of The Regional Municipality of Waterloo to enter into an Agreement of Purchase and Sale with Kimberly Klassen, Karl Victor Klassen and Alan Thomas Rand (collectively, the “Owners”), and execute all documentation with respect to the purchase of the property municipally known as 333-339 Hidden Valley Road, Kitchener, and legally described Part of Lot 1, Registrar’s Compiled Plan 1523, Kitchener as in 942239, in the City of Kitchener, Regional Municipality of Waterloo, being all of PIN 22731-0323 (LT) (the “Property”), for the sum of $4,300,000.00, together with other related costs, with all terms and conditions subject to the satisfaction of the Regional Solicitor;
      2. Authorize and direct the Regional Solicitor to execute such documents, to the satisfaction of the Commissioner of Transportation Services and the Regional Solicitor, and to carry out the Agreement of Purchase and Sale; and
      3. Amend the 2024-2033 Transportation Capital Program by advancing $4,714,500 in Project #07087 River Road Extension, King Street to Manitou Drive from 2026 and 2027 to 2024.
  • Recommended Motion:

    That the following recommendations from the Community and Health Services Committee be approved:

    1. That the Regional Municipality of Waterloo take the following action with respect to the Rent Framework for Waterloo Region Housing Community Spaces as set out in report CSD-HOU-24-009 dated May 7, 2024:
      1. Approve the Rent Framework for Waterloo Region Housing Community Spaces as detailed in Appendix A; and
      2. Authorize the Commissioner of Community Services or the Commissioner of Engineering and Environmental Services to execute Waterloo Region Housing Community Space lease agreements and any ancillary documentation, subject to the parameters of Report CSD-HOU-24-009 and also to the satisfaction of the Regional Solicitor.

    2. That the Regional Municipality of Waterloo approve the revised Terms of Reference for the Public Art Advisory Committee as described and attached in Appendix A of Report PDL-CUL-24-006, dated May 7, 2024.
  • Recommended Motion:

    That the following recommendations from the Audit Committee be approved:

    1. That the Regional Municipality of Waterloo approve the attached Consolidated Financial Statements, Sinking Fund Financial Statements, and Trust Fund Financial Statements, all for the fiscal year ending December 31, 2023, as set out in Report COR-TRY-24-013 dated May 14, 2024.

  • Recommended Motion:

    WHEREAS the title of Planning and Works no longer represents the full scale of the committee's responsibilities and can be confusing to residents;
    AND WHEREAS the Region’s strategic priority “Climate Aligned Growth”, our climate goals, our commitment to our natural heritage system, including rivers and streams, water and ground water resources, transit, waste and other environmental issues could be better represented by "Sustainability”
    AND WHEREAS the title should be modernized from the non-descriptive term "Works" to the more descriptive term "Infrastructure " including roads, transportation, waste, water and wastewater facilities;
    AND WHEREAS the Region’s strategic priority “Housing for All” directs our commitment to land readiness and the more accurate term “development” to support both housing and employment solutions for the Region’s growing population;
    THEREFORE be it resolved that the title of the standing committee Planning and Works be updated to the Sustainability, Infrastructure and Development Standing Committee.

    That a By-law to authorize the borrowing upon amortizing debentures in the principal amount of $1,138,652 for a capital work of the Regional Municipality of Waterloo be read a first, second and third time, finally passed and numbered 24-016, be signed by the Regional Chair and Regional Clerk and sealed with the Regional Seal.

    That a By-law to Amend By-law 16-044, as amended, being a By-law to Licence, Regulate and Govern Brokers, Owners and Drivers of Taxi-Cabs within the Regional Municipality of Waterloo and to Repeal By-laws 04-069, 04-070 and 04-071, as amended (Maximum initial meter fare), be read a first, second and third time, finally passed and numbered 24-017, be signed by the Regional Chair and Regional Clerk and sealed with the Regional Seal.
