  • Recommended Motion:

  • Recommended Motion:

    That the Regional Municipality of Waterloo extend the contract with 947465 Ontario Ltd. o/a Voyageur Transportation Services for P2016-24 Transportation Feeder Service (busPLUS) for a two (2) year period effective April 1, 2024 in the estimated amount of $2,605,000.00 plus all applicable taxes as set out in report COR-TRY-23-034 dated November 22, 2023.

  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following action with respect to P2023-25 Hybrid and Electric Transit Buses as set out in report COR-TRY-23-035 dated November 22, 2023:

    a) Accept the proposal of Nova Bus Inc. for P2023-25 Hybrid and Electric Transit Buses to supply eight (8) Buses in the amount of $9,595,992.00 plus all applicable taxes; and

    b) Name Nova Bus Inc. as the Vendor of Record (VOR) for all Hybrid and Electric Transit Buses for a two (2) year period ending December 31, 2025 with the option to renew for three (3) additional one (1) year periods ending December 31, 2028.

  • Recommended Motion:

    That the following recommendations from Closed Committee be approved:

    1. That the Regional Municipality of Waterloo approve the settlement of Kieswetter Excavating Inc. v. the Region et al. whereby the Region pays Kieswetter the sum of $700,000 inclusive of all compensation, holdbacks, interest and costs, with the Regional Solicitor having all authority to execute the settlement documents and releases.
  • Recommended Motion:

    That the following recommendations from the Planning and Works Committee be approved:

    1. That the Regional Municipality of Waterloo, amend the current Maintenance Agreement outlined in report,TES-TRP-21-19, Maintenance Agreement Report from October 2021, that authorized the current Maintenance Agreements with the three City Area Municipalities to; delegate authority to the Commissioner of Transportation Services or designate on behalf of the Region as set out in report TSD-TRP-23-013, dated November 7, 2023 to declare a Significant Weather Event (SWE) pursuant to Ontario Regulation O.Reg. 239/02 Minimum Maintenance Standards, (MMS) of the Municipal Act, 2001. And
      That the Regional Municipality of Waterloo amend By-law 16-023 to Regulate Traffic and Parking on Highways Under the Jurisdiction of the Regional Municipality of Waterloo to add the following, as Subsection 2(e) to; Part III – Enforcement and Authority:
      e) The Commissioner is authorized to declare a Significant Weather Event (SWE) in accordance with Ontario Regulation 239/02 Minimum Maintenance Standards for Municipal Highways. The Commissioner is authorized to further delegate that authority to declare a SWE to The Corporation of the City of Waterloo, The Corporation of the City of Kitchener, and The Corporation of the City of Cambridge in respect of a highway or part of a highway located within their respective municipal boundary.
    2. (i) That the Regional Municipality of Waterloo pass a by-law to add to the Regional Road System, to form part of Regional Road 39 (being Eagle Street North, in the City of Cambridge), the lands described as follows:
      Part of Lot 33, Registered Plan 1364, being Part 1 on Reference Plan 67R-3246; City of Cambridge, Regional Municipality of Waterloo, being part of PIN: 03767-0002(LT) (the “subject lands”); and
      (ii) That the Regional Solicitor be directed to register notice of such by-law on title to the lands that are the subject of the by-law, as outlined in report PDL-LEG-23-052, dated November 7, 2023.
    3. That the Regional Municipality of Waterloo (the “Region”) pass a by-law to permanently close a portion of Regional Road No. 58 (Fischer-Hallman Road), in the City of Kitchener, legally described as Part of Block 200, Plan 58M-631, being Parts 10, 11, 12 and 13 on 58R-21237; City of Kitchener (being part of PIN 22722-2648 (LT)) (the “Property”);
      That the Regional Solicitor be directed to register notice of such by-law on title to the Property, as outlined in report PDL-LEG-23-053, dated November 7, 2023; and
      That the Region pass a by-law to amend Road Consolidation By-law No. 01-059 (Regional Road System) to remove the Property from the Regional Road System.
    4. That the Regional Municipality of Waterloo approve the permanent lowering of posted speed limits in school zones on regional roads by amending the Region’s Traffic and Parking By-law 16-023, as per the changes to Schedule 17, Rates of Speed, outlined in Attachment A in Report TSD-TRP-23-014, dated November 7, 2023; and
      That the Regional Municipality of Waterloo amend the proposed Attachment A as provided in report TSD-TRP-23-014, Update on Posted Speed Limits in School Zones, to remove Snyder's Road, Wilmot and keep as current with timed Monday-Friday 7 a.m. - 5 pm. September - June 40 km and 60 km at all other times;
      And that staff report back on the potential for a flashing light system at this site to add clarity to the public when 40 km is in effect.
    5. That the Regional Municipality of Waterloo approve the Corporate Asset Management Policy, as set out in Appendix A to report EES-SAM-23-002 dated November 7, 2023.

     

  • Recommended Motion:

    That the following recommendations from the Administration and Finance Committee be approved:

    1. That the Regional Municipality of Waterloo contact the Ministry of the Attorney General to identify the lack of judicial resources provided to the Region’s Provincial Offences Court and to request adequate judicial resources as per the Memorandum of Understanding as set out in report PDL-CAS-23-015 dated November 7, 2023. 
    2. That the Regional Municipality of Waterloo approve the refreshed Corporate Vision, Mission, and Core Value statements as outlined in report CAO-23-005, dated November 7, 2023.
    3. That the Regional Municipality of Waterloo reinstate public art galleries as eligible organizations to receive operating support through Council-approved grant programs effective January 1, 2024 as outlined in report PDL-CUL-23-014 dated November 7, 2023.
  • Recommended Motion:

    That Committee of the Whole rise and Council resume.

  • Recommended Motion:

    That Council adopt the proceedings of Committee of the Whole.

    That a closed meeting of Council be held on Friday, December 8, 2023 at 1:00 p.m. in the Regional Council Chambers and electronically, in accordance with Section 239 of the Municipal Act, 2001, for the purposes of considering the following subject matters:
    1)            Education related to Indigenous History and Reconciliation

    That a By-law to dedicate certain lands as part of the highway known as Eagle Street North (Regional Road No. 39), in the City of Cambridge, Regional Municipality of Waterloo be read a first, second and third time, finally passed and numbered 23-055, be signed by the Regional Chair and Regional Clerk and sealed with the Regional Seal.

  • Recommended Motion:

    That a By-law to Permanently Close a Non-Travelled Part of Fischer-Hallman Road (Regional Road 58), City of Kitchener and to Amend By-Law 01-059, as amended be read a first, second and third time, finally passed and numbered 23-056, be signed by the Regional Chair and Regional Clerk and sealed with the Regional Seal.

  • Recommended Motion:

    That a By-law to Amend By-law 16-023, as amended, being a By-law to Regulate Traffic and Parking on Highways Under the Jurisdiction of the Regional Municipality of Waterloo (Significant Weather Event – Delegated Authority for Declaration) be read a first, second and third time, finally passed and numbered 23-057, be signed by the Regional Chair and Regional Clerk and sealed with the Regional Seal.

  • Recommended Motion:

    That a By-law to Amend By-law 16-023, as amended, being a By-law to Regulate Traffic and Parking on Highways Under the Jurisdiction of the Regional Municipality of Waterloo (Posted Speed Limits in School Zones) be read a first, second and third time, finally passed and numbered 23-058, be signed by the Regional Chair and Regional Clerk and sealed with the Regional Seal.

  • Recommended Motion:

    That a By-law to Confirm the Proceedings of the Council of the Regional Municipality of Waterloo at this Meeting Held on November 22, 2023 be read a first, second and third time, finally passed and numbered 23-059, be signed by the Regional Chair and Regional Clerk and sealed with the Regional Seal.
