Regional Chair K. Redman called the meeting to order at 8:11 p.m.

    That a closed meeting of Council be held on Wednesday, October 12, 2022 at 7:00 p.m. in accordance with Section 239 of the “Municipal Act, 2001”, for the purposes of considering the following subject matters:

Dr. Hsiu-Li Wang, Commissioner, Public Health & Emergency Services/Medical Officer of Health provided a presentation on the current status of Covid-19, Monkeypox, and Influenza. A copy of the presentation is appended to the original minutes.

She highlighted that rates of Covid-19 are increasing in parts of the province and are expected to increase during the fall and winter. She stressed the importance of vaccinations and noted that a vaccination should be received six months after the most recent vaccination or infection. Dr. H. Wang further noted that there have been five cases of influenza reported in Waterloo Region and that the flu vaccine will be available to the general public soon. She stated that cases of Monkeypox are declining and the vaccine is still available by appointment.

In response to a question from Council, Dr. H. Wang stated that the influenza vaccination will target the strains that experts think are most likely to be circulating in the area, and noted that there are no supply issues at this time. 

M. Radlein provided an overview of the recommendations from the Anti-Racist Advisory Working Group (ARAWG). She stressed that the ARAWG is recommending that their work continue, that more resources for communication with the community are necessary, and that a revised mandate to reflect the intersectionality of diversity needing groups is needed.

Regional Chair K. Redman thanked M. Radlein, D. Dubie, and the other members of the ARAWG for their work. She noted that recommendations from the ARAWG have helped the Region move forward in a number of ways including the hiring of both Fauzia Baig, Director, Equity, Diversity & Inclusion, and Paula Whitlow, Director, Truth & Reconciliation.

    That the Regional Municipality of Waterloo increase the contract with Capital Paving Inc. for T2021-104 – Ottawa Street Improvements from Fischer Hallman Road to International Place in the City of Kitchener, Ontario in the amount of $500,000.00 for a total contract price of $3,687,044.00 plus all applicable taxes.

    That the Summary of Recommendations of the Administration and Finance Committee dated October 4, 2022 be adopted as follows:

    1. That the Regional Municipality of Waterloo direct the Regional Clerk to issue public notice of its intention to, on November 8, 2022:


    1. Repeal By-Law Number 00-031, as amended, of the Regional Municipality of Waterloo, A By-Law to Govern the Proceedings of the Council and its Committees; and


    2. Approve the proposed Procedural By-law provided in Appendix B of Report PDL-CAS-22-009 dated October 4, 2022, to be effective on November 15, 2022.

    That the Summary of Recommendations of the Planning and Works Committee dated October 4, 2022 be adopted as follows:

    1. That the Regional Municipality of Waterloo approve the Recommended Design Alternative for a proposed roundabout at Fischer-Hallman Road (Regional Road No. 58) and New Dundee Road. Regional Road No. 12), City of Kitchener and North Dumfries Township, as described in Report EES-DCS-22-001, dated October 4, 2022.

    Upon completion of construction, that The Regional Municipality of Waterloo amend Traffic and Parking By-law 16-023, as amended to:


    a. Remove from Schedule 17, Rates of Speed, 70 km/h on New Dundee Road (Regional Road 12) from 500 m west of Fischer-Hallman Road (Regional Road 58) to 500 m east of Fischer-Hallman Road (Regional Road 58);


    b. Remove from Schedule 17, Rates of Speed, 70 km/h on Fischer-Hallman Road (Regional Road 58) from 500 m north of New Dundee Road (Regional Road 12) to 500 m south of New Dundee Road (Regional Road 12);


    c. Add to Schedule 17, Rates of Speed, 60 km/h on New Dundee Road (Regional Road 12) from 500 m west of Fischer-Hallman Road (Regional Road 58) to 500 m east of Fischer-Hallman Road (Regional Road 58);


    d. Add to Schedule 17, Rates of Speed, 60 km/h on Fischer-Hallman Road (Regional Road 58) from 500 m north of New Dundee Road (Regional Road 12) to 500 m south of New Dundee Road (Regional Road 12);


    e. Add to Schedule 15, Lane Designation, on New Dundee Road (Regional Road 12) westbound at Fischer-Hallman Road (Regional Road 58), Through/Left Turn, Right Turn;

    f. Add to Schedule 15, Lane Designation, on Fischer-Hallman Road (Regional Road 58) southbound at New Dundee Road (Regional Road 12), Left Turn, Through/Right Turn;


    g. Add to Schedule 10, Level 2 Pedestrian Crossover, on New Dundee Road (Regional Road 12) at Fischer-Hallman Road (Regional Road 58), On All Entry and Exits.

Peter Sweeney, Commissioner, Community Services, provided a presentation on the results of a survey conducted with residents of the three largest known encampments in the Region. A copy of the presentation is appended to the original minutes. He stressed the importance of talking with individuals with lived experience when developing the hybrid shelter/outdoor model, and noted that staff reached out to residents to determine what is important to them. He highlighted that the majority of respondents would be willing to move to another area of the Region if necessary, and would be willing to walk or take transit to access services.

In response to a question from Council, P. Sweeney stated that he was encouraged by the response rate but noted that although this is an imperfect solution and will not be accepted by everyone, it is an important option to address the issue.
