AndThat the Regional Municipality of Waterloo amend By-law 16-023 to Regulate Traffic and Parking on Highways Under the Jurisdiction of the Regional Municipality of Waterloo to add the following, as Subsection 2(e) to; Part III – Enforcement and Authority:e) The Commissioner is authorized to declare a Significant Weather Event (SWE) in accordance with Ontario Regulation 239/02 Minimum Maintenance Standards for Municipal Highways. The Commissioner is authorized to further delegate that authority to declare a SWE to The Corporation of the City of Waterloo, The Corporation of the City of Kitchener, and The Corporation of the City of Cambridge in respect of a highway or part of a highway located within their respective municipal boundary. (i) That the Regional Municipality of Waterloo pass a by-law to add to the Regional Road System, to form part of Regional Road 39 (being Eagle Street North, in the City of Cambridge), the lands described as follows:Part of Lot 33, Registered Plan 1364, being Part 1 on Reference Plan 67R-3246; City of Cambridge, Regional Municipality of Waterloo, being part of PIN: 03767-0002(LT) (the “subject lands”); and(ii) That the Regional Solicitor be directed to register notice of such by-law on title to the lands that are the subject of the by-law, as outlined in report PDL-LEG-23-052, dated November 7, 2023. That the Regional Municipality of Waterloo (the “Region”) pass a by-law to permanently close a portion of Regional Road No. 58 (Fischer-Hallman Road), in the City of Kitchener, legally described as Part of Block 200, Plan 58M-631, being Parts 10, 11, 12 and 13 on 58R-21237; City of Kitchener (being part of PIN 22722-2648 (LT)) (the “Property”);That the Regional Solicitor be directed to register notice of such by-law on title to the Property, as outlined in report PDL-LEG-23-053, dated November 7, 2023; andThat the Region pass a by-law to amend Road Consolidation By-law No. 01-059 (Regional Road System) to remove the Property from the Regional Road System. That the Regional Municipality of Waterloo approve the permanent lowering of posted speed limits in school zones on regional roads by amending the Region’s Traffic and Parking By-law 16-023, as per the changes to Schedule 17, Rates of Speed, outlined in Attachment A in Report TSD-TRP-23-014, dated November 7, 2023; andThat the Regional Municipality of Waterloo amend the proposed Attachment A as provided in report TSD-TRP-23-014, Update on Posted Speed Limits in School Zones, to remove Snyder's Road, Wilmot and keep as current with timed Monday-Friday 7 a.m. - 5 pm. September - June 40 km and 60 km at all other times;And that staff report back on the potential for a flashing light system at this site to add clarity to the public when 40 km is in effect. She highlighted that there is currently an elevated level of Covid-19 in the community that is expected to fluctuate throughout the season. She further noted that there is an increase in Invasive Group A Streptocaus, which is a common bacteria that usually causes strep throat, but can cause severe illness. Dr. H.
