    That the Regional Municipality of Waterloo take the following action with respect to T2023-134 - L.E.D. Traffic Signal Indicators and Pedestrian Signal Heads as set out in report COR-TRY-23-016 dated May 24, 2023:

    1. Accept the Tender of Fortran Traffic Systems in the amount of $1,483,695.20 for a period 3 years (2023 annual estimated cost of $494,565.07) plus all applicable taxes; and

    2. Increase the 2024 and 2025 capital budget for project #07658 LED Traffic Signal Lamp Replacement in the total amount of $1,080,100 to be funded by the Transportation Capital Reserve, as set out in Appendix A.

  • Recommended Motion:
    1. That the Regional Municipality of Waterloo approve the attached Consolidated Financial Statements, Sinking Fund Financial Statements, and Trust Fund Financial Statements, all for the fiscal year ending December 31, 2022, as set out in Report COR-TRY-23-014 dated April 26, 2023.
  • Recommended Motion:
    1. That the Regional Municipality of Waterloo approve the Multi-Year Accessibility Plan 2023-2027 as outlined in report HRC-TCE-23-003, dated May 9, 2023.

    2. WHEREAS May is recognized as Sexual Assault Awareness Month; and

      WHEREAS residents rightfully expect elected officials to be held to a high standard of conduct; and

      WHEREAS municipalities across Ontario, including the Region of Waterloo, have adopted Codes of Conduct to prohibit Members of Council from engaging in harassing or abusive behaviours toward other members, staff, volunteers or members of the public; and

      WHEREAS there is no mechanism available to municipal councils or local boards to remove members from office, regardless of the egregiousness of their conduct; and

      WHEREAS the Municipal Act, 2001 only permits the Integrity Commissioner to recommend a maximum sanction of 90 days suspension of pay for councillors who are found to be in violation of the Code; and

      WHEREAS, Bill 5, Stopping Harassment and Abuse by Local Leaders Act, 2022 amends the Municipal Act, 2001 and the City of Toronto Act, 2006, requiring the Code of Conduct for municipal councillors and members of local boards to include a requirement for those councillors and members to comply with workplace violence and harassments policies; and

      WHEREAS, Bill 5 also permits municipalities and local boards to direct the Integrity Commissioner to apply to the court to vacate a member’s seat if the Commissioner’s inquiry determines that the member has contravened the code of conduct by failing to comply with the workplace violence or harassment policies;

      THEREFORE, BE IT RESOLVED:
      1. The Region of Waterloo endorse Bill 5, Stopping Harassment and Abuse by Local Leaders Act that would create a process for municipal councils and local boards to remove Members who violate workplace violence and harassment policies; and
      2. Council requests that municipalities and their respective Integrity Commissioners be consulted on the development of any regulations related to the proposed legislation; and
      3. That this resolution be circulated local municipal councils, local MPPs, the Premier of Ontario, the Minister of Municipal Affairs and Housing, and the Association of Municipalities of Ontario (AMO).

    3. WHEREAS the Region of Waterloo is comprised of 3 cities and 4 townships and whereas the Waterloo Regional Council is comprised of representatives from the 3 cities and townships (4 Kitchener Councillors, 2 Waterloo Councillors, and 2 Cambridge Councillors, the Mayors, and the Regional Chair), and the citizens of the region expect transparency and accountability from their representatives, and each area has unique needs and interests, understanding that some issues and decisions will include the whole region, and some are area specific,
       
      THEREFORE, BE IT RESOLVED that the Regional Municipality of Waterloo direct the Regional Clerk to prepare an amendment to the procedure by-law to require that all votes taken at meetings of Regional Council and Standing Committees are recorded and included in the corresponding minutes in the interest of the citizens to be able to see how each individual Councillor votes to hold them to account and increase transparency in our actions.
  • Recommended Motion:
    1. That the Regional Municipality of Waterloo:
      1. authorize and direct the Regional Solicitor on behalf of The Regional Municipality of Waterloo to enter into an Agreement of Purchase and Sale with The Estate of Magdalene Kadar (the “Owner”), and execute all documentation with respect to the purchase of property municipally known as 1650 Dundas Street South, Cambridge, and legally described as Part Lot 3 Concession 9 North Dumfries as in 259937 & ND17400; Cambridge, being all of PIN 03846-0058 (LT) (the “Property”), for the sum of $1,300,000, plus additional compensation specified therein and the reasonable costs of the Owner (in accordance with the Expropriations Act), with all terms and conditions subject to the satisfaction of the Regional Solicitor; and
      2. authorize and direct the Regional Solicitor to execute such other documents, to the satisfaction of the Commissioner of Engineering and Environmental Services and Regional Solicitor, to carry out the Agreement of Purchase and Sale.
    2. That the Regional Municipality of Waterloo:
      1. Authorize and direct the Regional Solicitor on behalf of the Regional Municipality of Waterloo to enter into an Agreement of Purchase and Sale with Waterloo Co-operative Residence Incorporated (the “Owner”), and execute all documentation with respect to the purchase of 139 University Avenue West, comprising an 88 unit student residential building on approximately 0.71 acres of land and being legally described as Part Park Lot Concession Plan 507 as in 365470; subject to 1359693, City of Waterloo, in the Regional Municipality of Waterloo, being PIN 22366-0008 (LT), for the sum of $11,250,000, with all terms and conditions subject to the satisfaction of the Regional Solicitor;
      2. Authorize and direct the Regional Solicitor to execute such documents, to the satisfaction of the Commissioner of Community Services and the Regional Solicitor, and to carry out the Agreement of Purchase and Sale;
      3. Amend the 2023-2032 Housing Services Capital Program by adding $12,113,000 in 2023 financed from the Housing General Reserve ($4,000,000), Safe Restart/ COVID Recovery Funding ($2,600,000), and property tax supported debentures $5,513,000;
      4. Approve debenture authority for the project in the amount of $5,513,000 for a term not to exceed 10 years; and
      5. Approve the addition of one Facilities Maintenance position in 2023 to provide maintenance support for the subject property.
  • Recommended Motion:
    1. That the Regional Municipality of Waterloo approve the Cultural Drivers of Tourism Pilot Grant Program Guidelines as outlined in report PDL-CUL-23-008, dated May 9, 2023.

    2. That the Regional Municipality of Waterloo continue to be an Employment Ontario (EO) provider until at least March 31, 2025 with the intent of evaluating whether it remains beneficial to the community and fiscally viable to remain an EO provider under the Service System Manager (SSM) model that comes into effect January 1, 2024, as outlined in report CSD-EIS-23-001 dated May 9, 2023.
  • Recommended Motion:
    1. That the Regional Municipality of Waterloo accept the New Dundee Water Supply Iron and Manganese Treatment Upgrades Class Environmental Assessment – Project File Report as summarized in this Report EES-WAS-23-005 dated May 9, 2023; and
      That the Regional Municipality of Waterloo publish the Notice of Completion for the New Dundee Water Supply Iron and Manganese Treatment Upgrades Class Environmental Assessment and provide the Project File Report for a public review and comment period, in accordance with the Municipal Engineers Association’s Class Environmental Assessment process; and
      That the Regional Municipality of Waterloo direct and authorize staff to commence with required real estate acquisitions as outlined in this Report EES-WAS-23-005 dated May 9, 2023.

    2. That the Regional Municipality of Waterloo approve the following in order to accelerate the 2023 Automated Speed Enforcement program expansion to achieve a total of 32 sites, as outlined in report TSD-TRP-23-007, dated May 9, 2023:
      a)    Amend the Transportation Capital Program by advancing $362,000 in Project 07660 Automated Speed Enforcement as set out in Appendix A; and
      b)    Advance the start date of the new Traffic Engineering Technologist to as early as June 1, 2023 as outlined in report TSD-TRP-23-007.

    3. WHEREAS The #2 GRT bus route is a route that many residents in the Forest Heights, Forest Hills, Stirling and Stanley Park neighbourhoods rely on to get to school (3 high schools), to medical appointments, and affordable grocery stores;
      AND WHEREAS there are many vulnerable populations that use this route such as: low income, seniors, youth, and those with cognitive and physical disabilities;
      BE IT RESOLVED THAT Regional Council direct staff to continue with planned public information sessions, explore alternatives to mitigate the closure of route #2 and #73, and report back to Council on these alternatives in June 2023.
  • Recommended Motion:
    1. That the Region of Waterloo Library Committee take the following action with respect to the 2022 Year End Financial Results as set out in report COR-CFN-23-024 dated May 9, 2023:
      a. Approve the attached 2022 financial results for the Region of Waterloo Library; and
      b. Allocate the 2022 Region of Waterloo Library operating surplus in the amount of $66,127 to the Library Capital Reserve.

  • Recommended Motion:

    That the Regional Municipality of Waterloo forward Report PDL-CPL-23-011.1 dated May 24, 2023 to the Ministry of Municipal Affairs and Housing as the Region’s response to the Province’s proposed new Provincial Planning Statement (Environmental Registry of Ontario Posting 019-6813).
