  • Recommended Motion:

    That a closed meeting of Council be held on February 26, 2025 at 5:00 p.m. in the Waterloo County Room, in accordance with Section 239 of the “Municipal Act, 2001”, for the purposes of considering the following subject matters:

    1. a trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization, related to an analysis of the impact of tariffs.
    2. labour relations related to a settlement with a union; and
    3. labour relations related to ongoing negotiations with a union.
  • Recommended Motion:

    That Council reconvene into open session.

  • Recommended Motion:

    That the Regional Municipality of Waterloo extend the contract with Overlap Associates Inc. for C2022-36 Plan to End Chronic Homelessness in Waterloo Region for a one (1) year term in the amount of $132,960.00 plus all applicable taxes as set out in report COR-TRY-25-008 dated February 26, 2025.

  • Recommended Motion:

    That the Regional Municipality of Waterloo take the following action with respect to PQ2024-17 Request for Prequalification - EarlyON Lead Agency as set out in report COR-TRY-25-009 dated February 26, 2025.

    1. Approve the selection of YMCA of Three Rivers (Mid-Western Ontario) as the EarlyON Child and Family Centres lead agency in Waterloo Region for an eight (8) year term effective January 1, 2026;
    2. Approve annual funding to YMCA based on Provincial EarlyON allocations to the Region, with an estimated amount of $4,329,945 in 2026; and
    3. Authorize Children’s Services to execute such agreements and documentation in a form satisfactory to the Regional Solicitor as may be required to process the funding to the YMCA as the successful proponent recommended for award.

  • Recommended Motion:

    That the Regional Municipality of Waterloo amends the 2025 operating budget as outlined in report COR-CFN-25-002, dated February 26, 2025.

  • Recommended Motion:

    That the Sustainability, Infrastructure, and Development Committee recommends as follows:

    1. That the Regional Municipality of Waterloo take the following action with respect to the upcoming 2026 curbside waste collection changes as set out in report EES-WMS-25-001, dated February 11, 2025:
      • Amend the 2025 Waste Management Division Operating Budget to include an expenditure of $1.25 million to prepare for the implementation of the new collection contract, to be offset from the estimated one-time 2025 revenues relating to the Blue Box Program transition to Extended Producer Responsibility with no tax levy impact;
      • Include expenditures of $1.49 million in 2026 and $452,000 in 2027 to the Waste Management Division Operating Budget, funded from the Waste Management Reserve Fund with no tax levy impact; and
      • Add 18 temporary (up to two-year) FTEs to support the successful implementation of the new waste collection contract.
    2. That the Regional Municipality of Waterloo approve the Affordable Transit Program (ATP) fare changes as outlined in report TSD-TRS-25-003, dated February 11, 2025. The proposed fares will come into effect on July 1, 2025, as follows
      • Monthly Pass - ATP - $47 (reduced from current $48)
      • Stored Value – ATP - $1.35 (reduced from current $1.50)
      • MobilityPLUS ATP Tickets (strip of 5) - $6.75 (reduced from $7.50)
    3. That the Regional Municipality of Waterloo amend the licence agreement between the Region and Neuron Mobility (Canada) Limited to extend the term for the time period of April 1st to October 31st for 2026, 2027, 2028 and 2029 if all parties agree in writing by December 31, 2025, December 31, 2026, December 31, 2027, and December 31, 2028, as applicable, with the Commissioner of Transportation Services having authority to execute the amendment in a form approved by the Regional Solicitor, pursuant to Report TSD-TRS-25-002, dated February 11, 2025.

There were no recommendations from the Community and Health Services Committee.

  • Recommended Motion:

    The Administration and Finance Committee recommends as follows:

    1. That the Regional Municipality of Waterloo amends the 2025 operating budget for; Supplies, Equipment, Facilities Maintenance, Professional Fees & Services, Communications, Travel, and Facility Occupancy Charges, which will affect the tax-levy, as outlined in Appendix A of report COR-CFN-25-001, dated February 11, 2025, and strike out the funding reduction proposed for encampment security, as amended.
  • Recommended Motion:

    The Library Committee recommends as follows:

    1. That the Regional Municipality of Waterloo direct Staff to provide the exact and complete costs and revenue of library operations and facilities for all the Townships for the previous three fiscal years.

      And that the information will be provided at the next Library Committee meeting.

    2. That the Regional Municipality of Waterloo directs Staff to work with the external auditor to look into the former shared position and relationship between the Region of Waterloo Library and Smart Waterloo Region Innovation Lab.

      And that any costs be funded through the Library budget to a maximum of $10,000.

      And that Regional Council fund the remaining costs.
